I should note that I like Toppo in the manga. They removed his distrust of Goku, made him respectable, and made him a candidate for God of Destruction.

Wait did they not mention he's a candidate in the anime?

They do emphasize it a lot in the manga which I like

I'm also going to add Freeza here. Even though he obviously debuted far earlier than this, TOP Freeza is arguably the best incarnation of the character we've had yet, to the point it makes him a distinctively new character in his own right. He has all the things that made him enjoyable in the past, his strength, his pompous personality and arrogant demeanor but now he's smart, cunning and conniving.

All the flaws of Freeza that were there in the past, are, for now, gone. He, much like Imperfect Cell, knows he is no longer the top dog in the universe and knows that he can't win through brute force like he used to do in the past. So now instead of being the stereotypical antagonist like the personality-ridden rock that is Jiren, Freeza comes off as far more complex.

Not only does this make Freeza far more likable, not only as a villain but as a character but it also makes him more complex. Freeza, out of all people, has learned. Now he is the one manipulating things in his favor and we have no idea what his ultimate plan is. In the end, it gives an enticing new look at existing character and it makes him one of the most enjoyable aspects of Super to date.

He seems quite evilly gleeful as well which I like, and so he should be. In this situation Freeza really has nothing to lose, he either is the last one standing and finally gets a wish on he Dragon Balls and perhaps an opportunity to rule over all universes, he gets wished back by Goku after the tournament as Goku is honourable and made that promise too him or his universe gets erased and he ceases to exist, meaning he never has to go back to hell and suffer eternally in a cocoon. Every possibility here is better for Freeza than where he was.

Favourite newbie would probably be Jiren in te manga more as a concept that what I've actually seen. I like how he genuinely cares about all life and goe out of his way to protect it, he's even hesitant to fight as he doesn't want a hand in any other universe's destruction. He also just has no time for Belmod, just doesn't give a s*** about his god of destruction and won't bow to his whims, he finds the entire thing contemptible.
